Special Educational Needs Declaration

The University is committed to providing equal educational opportunities for all students including those with Special Educational Needs (SEN). You may submit an online declaration with supporting documents no later than the end of Week 2 of the first semester/term of your admission so that suitable arrangements can be provided to facilitate your learning at the University.

Information collected in your declaration will be used by different academic units and service units at the University for offering assistance to SEN students and for statistical purposes. The Academic Regulations and Records Office (ARRO)/Chow Yei Ching School of Graduate Studies (SGS) will co-ordinate the collection of such information and make appropriate referrals to teaching academic units and other service units such as the Library and Student Development Services.

All information collected will be kept confidential and used on a need-to-know basis. Whilst there are limits to the level and kind of services that can be provided, individual academic units and service units may contact you further to discuss the services and assistance that can be offered.

The decisions of your home academic unit on any special assessment/examination arrangements adjusted for you will normally be available in Week 5 of your first Semester/Term. Please access your declaration to check the information via AIMS.

Steps for Declaration

  1. Login to AIMS with your EID and password.
  2. Select the Student Record menu.
  3. Click My Applications [for Undergraduate and Master's (Taught Postgraduate) Programmes].
  4. Select Special Educational Needs Declaration.

SEN Declaration Schedules for Academic Year 2024/25

Admission Semester/Term Declaration Period
Semester A 29 July 2024 - 14 September 2024
Semester B 30 December 2024 - 25 January 2025
Summer Term 26 May 2025 - 21 June 2025

Supporting Documents Required

Students should submit an up-to-date medical/assessment report issued by Hospital Authority, Department of Health, Education Bureau (EDB), a registered medical practitioner, or a professional, such as speech therapist, psychologist and audiologist.

Students with different special needs are required to submit specific supporting documents, which clearly state the types of disability as follows: 

Physical and Sensory Disability
Special Needs Supporting Document Required
Colour Blindness (CB) A medical/assessment report written by ophthalmologist/optometrist/the Department of Health within 5 years before the application.
Hearing Impairment (HI) An assessment report with an audiogram written by an Ear, Nose, and Throat (ENT) specialist or audiologist within 5 years before the application.
Physical/Mobility Disabilities (PH) An assessment report/medical certificate written by specialists, e.g. physiotherapist, occupational therapist within 5 years before the application. The report needs to contain the following information:
  • The conditions and degree of disability of the student
  • Assessment result of motor function ability and writing abilities
  • Conclusion and Recommendations indicate the assessment result, the special needs and special examination arrangement
Visual Impairment (VI) An assessment report/medical certificate written by an ophthalmologist or an optometrist within 5 years before the application. The supporting content needs to contain the following information:
  • Visual acuity (V.A.) after correction
  • Visual field

Attention Deficit/Hyperactivity Disorder (DA)
  • A diagnostic report written by a psychiatrist/paediatrician/neurologist within 5 years before the application.
  • For the students who request special examination accommodation, an accommodation record from previous college/secondary school/Hong Kong Examinations and Assessment Authority (the HKEAA).
Autism Spectrum Disorder (AD)
  • A diagnostic report written by a psychiatrist/paediatrician/neurologist within 5 years before the application.
  • For the students who request special examination accommodation, an accommodation record from previous college/secondary school/Hong Kong Examinations and Assessment Authority (the HKEAA).
Specific Learning Difficulties in Reading and Writing (SL) A psychological assessment report written by registered clinical/educational psychologist within 5 years before the application. The report needs to contain the following information:
  • General information about the student’s study background
  • Assessment Results of Intellectual Functioning (IQ)
    • Verbal comprehension
    • Perceptual reasoning
    • Working memory
    • Processing speed
  • Assessment Results of Literacy Abilities
    • Word reading: accuracy and fluency
    • Word dictation
    • Reading comprehension
    • Writing at length
    • Phonological retrieval
    • Language comprehension
    • Morphological awareness
    • Orthographic knowledge
    • Phonological memory
  • Conclusion and Recommendations indicate the assessment result, the special needs and special examination arrangement
Speech and Language Impairment (SI) A speech and language assessment report written by a speech therapist 5 years before the application.
Health Issues
Special Needs Supporting Document Required
Mental Illness (MI) A medical report written by a psychiatrist within 3 years before the application. The report clearly indicates the student’s mental state and suggested accommodation.
Visceral Disability (VD) A medical report written by a doctor within 5 years before the application. The report clearly indicates the student’s medical illness and accommodation suggestions.
Others Students with other special needs need to submit an up-to-date medical/assessment report written by a registered medical practitioner or a professional.
