Seminars for Research Assessment Exercise 2026

In order to get prepared for the Research Assessment Exercise (RAE) 2026, the School of Law of City University of Hong Kong (CityU School of Law) held two seminars on 25 May 2022 via Zoom. We were honoured to have two panel members of UK Research Excellence Framework (REF) 2021, Prof Richard NOLAN (Professor, York Law School, University of York) and Prof George PAVLAKOS (Professor of Law and Philosophy, School of Law, University of Glasgow) as the speakers.

Prof WAN Wai Yee (Associate Dean, CityU School of Law) welcomed all faculty members to the seminars. She introduced and thanked the first speaker Prof Nolan

Prof Nolan started the seminar by a brief introduction on REF general assessment criteria. He shared his experience and observations as a REF assessor, suggested ways on approaching a satisfying output and explained its implications for the research process in legal writing. Prof Nolan emphasised that it is vital to bring out the draft for presentation at conferences and peer reviews with colleagues in the same and different subject areas because it would help a lot in gaining feedback, improvement and proofing.

Prof TAN Cheng-Han (Dean, CityU School of Law) agreed with Prof Nolan that researchers should be honest and remind oneself not to overclaim when explaining the significance of the research piece. Prof Tan believed researchers may find the writing process painful but it just proves the worth of the writing.

The second seminar by Prof Pavlakos focused on research impact and research environment from an institutional perspective. He revealed how a REF panel would access impact case studies based on the reach and significance of the impact. Prof Pavlakos elaborated how these criteria are interpreted and applied in practice and advised some strategies that an academic unit can do to help foster a vibrant research environment.

Prof Michael TSIMPLIS (Professor, CityU School of Law) exchanged ideas with Prof Pavlakos about the contribution of research centres in sustaining a supportive research culture.

The seminar ended with a closing remark by Prof Wan and she expressed appreciation for the valuable information provided by Prof Pavlakos.

為了提前準備2026年的研究評審工作(Research Assessment Exercise 2026),香港城市大學法律學院(以下簡稱「城大法律學院」)於2022年5月25日舉行了兩場網上研討會。學院非常榮幸邀請到兩位曾擔任英國2021年研究卓越架構(Research Excellence Framework 2021)評審小組成員的Richard NOLAN教授(約克大學約克法律學院教授)和George PAVLAKOS 教授(格拉斯哥大學法律學院法學及哲學教授)進行演講。

温慧儀教授(城大法律學院副院長)歡迎所有參加研討會的教職員。温教授介紹及感謝Prof Nolan接受是次演講邀請。

温慧儀教授

Nolan教授首先講解研究卓越架構的一般評量準則,從評審小組成員角度分享經驗,例如優秀的研究論文所具備的特點;怎樣撰寫才能達到滿意的研究文章,以致對整個研究過程產生正面影響。Nolan教授亦鼓勵教職員積極參與研究會議,與相同和不同研究領域的同業分享自己的研究成果,得到的反饋有助論證和改善不足之處。

陳清漢教授(城大法律學院院長)認同Nolan 教授的見解 — 研究者應誠實面對自己的研究成果,避免誇大其影響力。陳教授相信,研究者寫作研究文章的過程或會經歷困難,但最終一切的辛勞都是值得的。

陳清漢教授

第二場研討會由Pavlakos教授主講,從院校角度解構英國2021年研究卓越架構,內容針對研究影響及研究環境。他透露評審小組會如何依循兩大方向評核研究影響個案,包括其產生的影響有多大、範圍有多廣。除此之外,Pavlakos教授進一步闡述怎樣將這些標準融合到自身的研究當中,院校又能如何為教職員提供更理想的研究環境。
