KeySteps@JC Phase Two

Launched in 2017, KeySteps@JC is a pilot project to promote the development of young children from disadvantaged backgrounds during their formative years. Utilising a holistic approach, bringing together the health, education and welfare sectors, it seeks to create a stimulating and child-friendly environment in school, home and community. Since 2022, the project has expanded from two to five districts, namely Kowloon City, Sham Shui Po, Shatin, Tuen Mun and Yuen Long. A key feature is the establishment of a community hub in each district - KeySteps@JC Hub - to provide a learning platform and supportive social network for children, parents and schools. By 2027, the project aims to benefit 70,000 kindergarten children and their families, around 280 kindergartens and over 900 early childhood professionals.

KeySteps@JC is created and funded by The Hong Kong Jockey Club Charities Trust and co-created by City University of Hong Kong, The Education University of Hong Kong, The University of Hong Kong, The Boys’ & Girls' Clubs Association of Hong Kong, Hong Kong Christian Service, The Tsung Tsin Mission of Hong Kong Social Service and Tung Wah Group of Hospitals.

The project is overseen by the Office of the Vice-President (Community Engagement) and implemented by a team led by Professor Anna Hui from the Department of Social and Behavioural Sciences.
