CityU Signs Agreements for Chinese Judges Programmes with the National Judges College of the PRC
On 23 January 2024, City University of Hong Kong signed agreements with the National Judges College under the Supreme People’s Court of the People’s Republic of China, which aimed at continuing the Chinese judges programmes at CityU School of Law. The programmes include the Doctor of Judicial Science (JSD) Programme for Senior Chinese Judges, the Master of Laws Programme for Chinese Judges, and Advanced Programme for Senior Chinese Judges. The successful collaboration between CityU School of Law and the National Judges College is now in its 16th year of operation since the inception of the programmes in 2008. These tailor-made programmes are timely responses to the globalization taking place in the legal profession, which not only equip the Chinese judges with cutting-edge knowledge and diverse perspectives and skills, but also enhance their understanding of the judiciaries and institutions both in Hong Kong and overseas.
Professor LU Chun, Vice-President (Mainland Strategy) of City University of Hong Kong and Executive President of City University of Hong Kong (Dongguan), and Professor LIN Feng, Dean of the School of Law and Director of the Centre for Judicial Education and Research cum Identification of Hong Kong Law (JERI), signed the agreements for the three programmes respectively with Dr LI Chengyu, President of the National Judges College of the PRC and Director of the Institute of Judicial Cases of the Supreme People’s Court (SPC) and Dr WANG Xiaofang, Vice-President of the National Judges College of the PRC.
Other distinguished guests at the ceremony included Ms ZHANG Xinmeng, Director of the Hong Kong and Macao Judicial Affairs Office of the Research Office of the Supreme People’s Court, Professor DING Chunyan, Associate Dean of the School of Law, Professor GUAN Wenwei, Associate Professor of the School of Law and Director of the Doctor of Juridical Science (JSD) Programme for Chinese Senior Judges, Professor HE Tianxiang, Associate Professor of the School of Law and Director of the Master of Laws Programme for Chinese Judges, Mr HAN Tao, Director of the Office of External Affairs of the City University of Hong Kong (Dongguan) and Professor MENG Jun, Associate Professor of the National Judges College of the PRC.
President LI Chengyu thanked everyone who attended the signing ceremony. He said that the Judges Programme between the National Judges College and the City University of Hong Kong had proved to be a great success. With the country’s keen expectation to accelerate the training of the foreign-related rule of law talents, it is believed that the three programmes between CityU and the National Judges College will continue to shine in the future with its own brand name and reputation, and continue to help the country to nurture foreign-related rule of law talents who are well versed in international rules and regulations as well as foreign-related legal practices.
President LI Chengyu had an in-depth discussion with Professor LU Chun on cutting-edge issues such as smart courts and the complementary role of artificial intelligence in judicial adjudication.
Professor LU Chun expressed his gratitude to the National Judges College for its warm hospitality. He pointed out that with the increasing demand for foreign-related rule of law talents in China, the Chinese Judges Programmes had the opportunity to take advantage of the trend to get better development and contribute to the overall situation of the rule of law construction of the country. After the signing ceremony, both sides exchanged souvenirs.
2024年1月23日, 香港城市大學與中華人民共和國最高人民法院下屬的國家法官學院續簽協議, 這些協議旨在繼續推行兩者合辦的中國法官課程，包括中國高級法官法學博士項目、中國法官法學碩士項目、以及中國高級法官研修班項目。自2008年合作項目啟動之日起，香港城市大學法律學院與國家法官學院的項目已成功合作達十六年; 這些項目因應全球化形勢，旨在令中國現任法官有機會研習相關法律專業知識，增進能力，開拓眼界，加深對香港和國外司法機構及制度的瞭解。
香港城市大學副校長（內地策略）兼香港城市大學（東莞）（籌）執行校長魯春講席教授和法律學院院長及司法教育與研究暨香港法律查明中心主任林峰教授，與中華人民共和國國家法官學院院長兼最高人民法院司法案例研究院院長李成玉博士和中華人民共和國國家法官學院副院長王曉芳博士分別續簽了三個中國法官課程項目的協議。
其他參加典禮的重要嘉賓包括最高人民法院研究室港澳司法事務辦公室主任張鑫萌，香港城市大學法律學院副院長丁春艷教授，法律學院副教授兼中國高級法官法學博士課程主任關文偉教授，法律學院副教授兼中國法官法學碩士課程主任何天翔教授，香港城市大學（東莞）（籌）對外事務處主任韓濤教授，以及國家法官學院國際法官研修部副教授孟軍教授。
李成玉院長首先感謝了城大代表團與嘉賓。他表示，國家法官學院與香港城市大學的法官項目已被證明是一個巨大成功。在國家對加快培養涉外法治人才的殷切期待下，我們期望城大與國家法官學院的這一項目在未來能夠繼續發光發亮，擴大已成型的品牌效應，為國家培養出通曉國際規則並精通涉外法律實務的法治人才。
隨後，李成玉院長對未來兩院有關智慧法院、人工智慧對司法裁判的輔助性作用等前沿議題與魯春教授進行了深入探討。
魯春教授則對國家法官學院的熱情招待表示感謝。他指出，隨著國家對涉外法治人才的需求日益增大，中國法官課程能借此東風，越辦越好，並為國家的法治建設大局作出應有的貢獻。在簽約儀式圓滿結束後，雙方互贈了紀念品。
