The 17th Advanced Programme for Chinese Senior Judges
City University of Hong Kong has collaborated with the Supreme People’s Court of the People’s Republic of China and its National Judges College since 2008. Together we have organized a number of programmes for Chinese senior judges and have educated elites in the field. The Opening Ceremony for Doctor of Juridical Science for Chinese Senior Judges, Master of Laws for Chinese Judges and Advanced Programme for Chinese Senior Judges 2024 was successfully held on 23 September 2024 at 19/F, Lau Ming Wai Academic Building, CityUHK.

Prominent experts in the law field in Hong Kong and mainland China have attended the ceremony. The officiating guests included Mr. LI Chengyu, President of the National Judges College; Ms. WANG Xiaofang, Vice-President of the National Judges College; and Ms. ZHOU Qian, Director-General, Department of Treaty and Law of The Commissioner’s Office of China’s Foreign Ministry in the HKSAR.
In addition, we are also honoured to invite authorities from the Hong Kong government, Mr. Llewellyn MUI Kei-fat, JP, Solicitor General of The Constitutional and Policy Affairs Division of Department of Justice; The Hon Martin LIAO Cheung-kong, GBM, GBS, JP, Member of the Legislative Council and non-official member of the Executive Council of the HKSAR; Dr. Kennedy WONG, BBS, LLD, DCL, JP, Member of Legislative Council of the HKSAR and Managing Partner of Philip K H Wong, Kennedy Y H Wong & Co.; Mr Bryan CHONG Ka-lok, Director of Corruption Prevention of the Independent Commission Against Corruption. The ceremony was also officiated by local legal profession including Mr. Victor DAWES SC, Chairman of Hong Kong Bar Association; Mr. Roden M.L. TONG, President of The Law Society of Hong Kong; Mr. CHEN Junsheng, Chairman of China Legal Service (Hong Kong) Ltd.
Mr. Lester Garson HUANG, SBS, JP, CityUHK Council Chairman; Professor Freddy BOEY, CityUHK President; and Professor LIN Feng, Dean of CityUHK School of Law, also attended and officiated the ceremony.
In his speech, Mr. LI Chengyu, expressed his heartfelt gratitude to all colleagues of the CityUHK and School of Law, and thanked the organizations of the Central People's Government in Hong Kong and various sectors of the Hong Kong community for their long-term support of nurturing Mainland Judges. Mr. LI put forward three expectations for the Mainland Judges participating in the programmes: first, they need to concentrate on the needs of the trial and ultimately apply the new knowledge and skills to their trial practice; second, they should contribute to the development of academic disciplines and intellectual achievements at CityUHK. Additionally, they should engage in mutual learning through exchanges with colleagues at CityUHK, allowing them to gain a deeper understanding of China's rule of law and judicial development, and explore how the rule of law can be used to promote social stability and the well-being of the people. Finally, they should prioritize addressing the key and complex legal issues related to promoting economic and social development. They should also continue to innovate, think critically, strengthen their judicial capabilities, and broaden their international perspective. The National Judges College is committed to enhancing and expanding Chinese Judges Programmes with the CityUHK as always.
Mr. HUANG extended a warm welcome to all the guests and expressed his honour in meeting the judges and legal professionals at CityUHK. He highlighted the significance of CityUHK's collaborative relationships with partner institutions in the mainland. This year marks the 16th anniversary of the collaboration between CityUHK and the National Judges College of the Supreme People’s Court ofthe People's Republic of China. Mr HUANG said: “As the only academic institution in Hong Kong to provide training programmes for mainland judges, we are honoured to serve as a bridge to promote judicial exchange and mutual understanding between the two regions, contributing to the country’s judicial reform and the rule of law.”
President BOEY expressed his wish for all the judges to enjoy their time at CityUHK and achieve great success in the future. He mentioned that the judges from the mainland bring valuable insights to CityUHK and Hong Kong's legal community, providing a deeper understanding of the latest judicial developments in the mainland.
Finally, Professor LIN thanked the Supreme People's Court and the National College of Judges for their trust in CityUHK. He also thanked all the individuals and institutions that have helped us with the Chinese Judges programmes over the years.
Welcoming dinner following the opening ceremony
The programme kicked off with a visit to the he Legislative Council and exchange meeting with The Hon Andrew LEUNG Kwan-yuen, GBM, GBS, JP. During the one-week programme, the participants have learnt about the legislative and judicial systems in Hong Kong through various visits, including visits to the Commissioner's Office of the Ministry of Foreign Affairs in Hong Kong S.A.R; High Court; the Court of Final Appeal; the Legislative Council; Department of Justice; the Correctional Services Department; the Independent Commission Against Corruption; Hong Kong Bar Association; and the Law Society of Hong Kong.

The 17th Advanced Programme for Chinese Senior Judges successfully concluded on 30 September 2024. Participants of the programme enthusiastically joined the seminar held in the School of Law. The Chinese senior judges have concluded what they have learnt from the programme, as well as voiced their opinions and suggestions. The head of the delegation of this programme, Justice ZHAI Ruiqing, Vice President of the Higher People's Court of Shanxi Province, expressed his gratitude to the National Judges College and the CityUHK School of Law for the valuable opportunity at the closing ceremony.

香港城市大學司法教育與研究暨香港法律查明中心和法律學院聯同中華人民共和國最高人民法院和國家法官學院自2008年起合作舉辦中國法官課程,多年來培育不少司法精英為業界效力。而中國高級法官法學博士、中國法官法學碩士及中國高級法官研修班課程開班典禮2024亦於2024年9月23日在香港城市大學劉鳴煒學術樓19樓圓滿舉行。

當日來自兩地多位舉足輕重的法律權威蒞臨並主禮典禮,主禮嘉賓包括中華人民共和國最高人民法院司法案例研究院院長及國家法官學院院長李成玉先生、國家法官學院副院長王曉芳女士、中華人民共和國外交部駐香港特別行政區特派員公署條約法律部主任周倩女士。
另外,亦邀請到本地政府官員和法律界權威親臨典禮,主禮嘉賓包括律政司憲制及政策事務科法律政策專員梅基發先生、香港立法會議員及行政會議成員非官守議員廖長江先生、香港立法會議員及黃乾亨黃英豪律師事務所首席合夥人黃英豪博士、廉政公署防止貪汙處處長莊家樂先生、香港大律師公會主席杜淦堃資深大律師、香港律師會會長湯文龍律師、中國法律服務(香港)有限公司董事長陳俊生先生。
城大校董會主席黃嘉純先生、校長梅彥昌教授及法律學院院長林峰教授亦蒞臨典禮。
李成玉先生致辭時向城大法律學院各位同仁表示衷心的感謝,並感謝中央駐港機構和香港社會各界長期以來對內地法官培訓事業與法院人才培養工作給予的關心和支持。李先生對參加訓練班的內地法官提出三點期望:一是要在學習和研究過程中要立足審判業務需求,最終可以反哺審判實踐工作;其次,他們要為香港城市大學的學科建設和智力成果創造添磚加瓦,在與香港城市大學的各位同仁的交流中 “教學相長”,讓他們瞭解中國法治與司法發展的真實樣貌,共同探索思考如何以法治支撐社會穩定與人民福祉。最後,希望法官學員們可以把如何推動經濟社會發展的重點法律問題作為研究方向,在學習中不斷開拓創新,努力思考,夯實司法能力、拓展國際視野。國家法官學院願一如既往,與香港城市大學共同不斷豐富完善合作項目。
黃嘉純先生對各位嘉賓的到來表示熱烈歡迎,並表示很榮幸能夠在香港城市大學與各位法官和法律界人士見面。他強調城大十分重視深化與內地夥伴院校的合作關係。今年是城大與國家法官學院合作培養內地法官人才的第十六週年。黃先生表示:「作為香港唯一一所為內地法官提供培訓的學術機構,我們很榮幸能夠成為促進兩地司法交流和相互瞭解的橋樑,為國家司法改革和法治作出貢獻。」
梅彥昌教授祝願一眾法官在香港城市大學度過愉快的學習時光,並在未來取得更大的成就。他在致辭時指出,內地法官為香港城市大學和香港法律界帶來了寶貴的見解,讓他們能更深入了解內地司法的最新發展。
最後,林峰教授致謝辭時感謝最高人民法院及國家法官學院對城大的信任,並感謝中央駐港機構和香港法律界對我們項目的一貫支持, 最後感謝法律學院各位同仁的辛勤付出。
典禮後的歡迎晚宴
在過去一星期,來自內地27個省、直轄市、自治區的27名高級法官在香港通過講座和參訪的形式,與本地司法界人士就普通法及香港司法體系等議題進行了深入的討論,進一步加深對兩地司法制度異同的認識。
本次研修班期間,法官學員在司法教育與研究暨香港法律查明中心與香港各司法機構的合作安排下,探訪了外交部駐港公署、高等法院、終審法院、立法會、律政司、懲教署、廉政公署、香港大律師公會、及香港律師會。
另外,司法教育與研究暨香港法律查明中心亦有幸邀請外交部駐港公署特派員崔建春先生、立法會主席梁君彥先生、律政司副司長張國鈞先生、高等法院上訴法庭林雲浩法官、高等法院原訟法庭潘兆童法官、律政司法律政策專員梅基發先生、懲教署副署長吳超覺先生、廉政公署執行處助理處長黃偉傑先生、香港大律師公會張天任資深大律師、香港律師會副會長黃巧欣律師及法律學院院長林峰教授等與內地法官進行交流。
最後,第十七屆中國高級法官研修班課程於 2024年 9月 30 日圓滿結束。學員們在城市大學法律學院參與座談會。參與者都十分投入,聚首一堂總結研修成果,並提出意見和建議。本次研修班團長山西省高級人民法院副院長翟瑞卿法官在閉幕式上對國家法官學院和香港城市大學法律學院提供的寶貴研修機會表示感謝。
