Professor Wang Jiangyu, Director of the Centre for Chinese and Comparative Law, comments on Shenzhen’s newly issued regulations to allow the public to report health concerns in “public health emergencies”. Wang argues that this move is Chinese government’s “legitimacy-building effort” after the suspected suppression of Dr. Li Wenliang.
