Dr Toa Charm has over 30 years of experience in the innovation and technology industry and has served as a senior executive at Cyberport, IBM, Oracle, HSBC and Kingdee. He is the former Chief Public Mission Officer (CPMO) at the Hong Kong Cyberport where he established and nurtured a world-leading innovation and technology ecosystem with more than 1,200 start-ups from more than 30 countries, three of them have become multinational unicorns. Dr Charm’s expertise is in big data, artificial intelligence, fintech, e-commerce, start-up acceleration, and digital transformation of enterprises.

Dr Charm is an Associate Professor of practice in management at the Business School of The Chinese University of Hong Kong. He is also the Chairman & Principal Advisor of several Asia’s FinTech, AI, Big Data, eCommerce and ESG start-ups. Dr Charm is active in the innovation and technology ecosystem in Asia. He has been invited as an advisor to several Asian companies, government departments, universities, societies and chambers of commerce including Cyberport, HKSTP, ASTRI, CityU “HK Tech 300”, Ping An Cloud Accelerator, Hong Kong Consumer Council, and so on. Dr Charm has been the Chief Judge (FinTech) of the most reputable Hong Kong ICT Awards from 2019 to 2021. He published his book <數碼力大提升> in 2020. Dr Charm received the College of Business Distinguished Alumni Award in 2019 and the Outstanding Doctor of Business Administration Alumni Award in 2018 from City University of Hong Kong.
