Hall Rules of Lee Shau Kee Hall (Hall 6)

Preamble

Student Residence provides residents with opportunities to gain non-academic experience during university life. Residents are expected to develop mutual respect and a sense of responsibility through interaction with each other. All residents are members of the hall. They are expected to observe the University's "Codes of Student Conduct" and "Regulations Governing Student Residence" so as to maintain a safe and pleasant living environment within the community of residents.

Apart from the above-mentioned Codes and Regulations, the following Lee Shau Kee (LSK) Hall rules (hereinafter referred to as "Hall Rules") are set to develop a harmonious environment in the Hall. Mutual understanding and cooperation amongst residents are essential to make our Hall a safe and comfortable place to live in. The Hall Rules are applicable to all the residents and visitors in Lee Shau Kee Hall (hereinafter referred to "Hall").

The Hall Management Team refers to the Residence Master and the Residence Tutors of LSK Hall.

1 General

  • 1.1 Smoking and drugs are strictly prohibited in all areas of the Hall (including the roof and staircases). The violation of the rule will lead to disciplinary actions and/or the involvement of the law enforcement agencies.
  • 1.2 Mahjong playing is prohibited.
  • 1.3 Excessive drinking leading to misbehavior will result in disciplinary action.
  • 1.4 Overstay is prohibited and the period between 11:00 p.m. to 07:00 a.m. is quiet hours. Disciplinary action will be taken against the resident hosts, the overstay visitors and the occupants who let the overstay visitors stay in their room.
  • 1.5 Unapproved swapping or sharing of assigned rooms is strictly prohibited.
  • 1.6 Lending or borrowing of resident identity card to gain access to the Hall is strictly prohibited.
  • 1.7 Open flames and the use of storage of inflammable substances are prohibited.
  • 1.8 Cooking is allowed only in the common rooms located each floor.
  • 1.9 Theft is a criminal offence. Stealing, including but not limited to any foods and drinks in the refrigerators and any properties in the common room, will lead to disciplinary actions and/or the involvement of the law enforcement agencies.
  • 1.10 Tempering of air-conditioning meter will lead to disciplinary action.
  • 1.11 Residents are responsible for the safekeeping of their personal valuable items. The Hall Management Team shall not be responsible for any loss of or damage to any articles and/or things brought into hall by the residents.

2 Visitor

  • 2.1 All visitors must register at the security counter when entering and leaving the Hall.
  • 2.2 No visitor is allowed to enter or stay in the Hall from 11:00 p.m. to 08:00 a.m. the next day.
  • 2.3 Visitor shall abide by the Hall Rules. Residents are held fully responsible for the conduct of their visitors and are accountable for misconduct committed by their visitors.
  • 2.4 Residents must confirm that the visitors have left the Hall and completed the de-registration procedures regardless of the time of the day. The residents who fail to do so will lead to disciplinary action.
  • 2.5 Visitor is not allowed to enter into any room without prior consent of the occupant in the case of a single room of BOTH occupants in the case of a double room.
  • 2.6 Shared washroom between rooms are not allowed to be used by the residents or visitors of another gender. Washroom located in the common rooms should be used instead.
  • 2.7 The Residence Master has the sole discretion to allow visitor to stay in the G/F common room during quiet hours, from 11:00 p.m. to 08:00 a.m. if the situation so requires, i.e. meeting and discussion in relation to academic study and hall functions.

3 Public Property

  • 3.1 Public property, including but not limited to public utensils, applications, furniture, equipment and facilities, are owned by the Hall and not to be taken away.
  • 3.2 The common room is a communal place. Residents must be considerate and occupation of the common room for personal use is not allowed. Personal belongings are not allowed in the common room. The Hall Management may remove them without prior notice.
  • 3.3 Residents have the responsibility of keeping public property in a good condition. Residents shall be responsible for any form of compensation and any damage caused to public property.
  • 3.4 Any residents who willfully vandalize any property of the Hall will be subjected to disciplinary action.
  • 3.5 No resident is allowed to occupy another vacant bed space without authorization.

4 Hall Activities

  • 4.1 All Hall activities must be proposed by submitting a written proposal, be discussed by HMT prior to carrying out the activities.
  • 4.2 Approval from RM or HMT is required before organizing any activities or issuing any publications in the name of the hall, failing which both the organizers and participants may be subject to hall disciplinary enquiries.
  • 4.3 All approved activities will be Hall activities and be organized by organizers approved by RM or HMT.
  • 4.4 Activities other than approved activities are deemed non-official and private to residents; any utilisation of the Hall name or the University name and/or its logos for recruitment or promotion without approval from the HMT, RM, or the University is strictly prohibited, and violations thereof shall subject the offender(s) to disciplinary measures under hall jurisdiction.
  • 4.5 Approved activities can be promoted to residents via a mass email from the HMT, hall posters or announcements, and through the listed official hall social media platforms:

  • 4.6 All social media accounts not specified in Article 4.5 are deemed private media accounts. Unauthorised usage of hall names, the University name, and its logos on these platforms without approval from the HMT, RM, or the University is forbidden in accordance with Article 4.4.
  • 4.7 In the event of misuse of these non-official accounts contrary to Article 4.6, the Hall shall not be held responsible. Account administrators are solely liable for any copyright infringements and ensuing legal consequences.
  • 4.8 All posters or announcements affixed within hall premises shall bear the official seals of either RM or SRO. Any publications devoid of said seals shall be construed as unauthorised and shall be summarily removed from hall boards or any hall-designated areas forthwith and without prior notice. The party responsible for such unauthorised postings may be rendered liable to hall disciplinary enquiries.
  • 4.9 Any official Hall souvenirs bearing the Hall's name, its official logo, the University name, or its logo necessitate prior authorisation from the RM, the HMT, or the University before distribution. Breaches of this provision may invoke hall disciplinary enquiries.

5 Miscellaneous

  • 5.1 Any violation of the clauses above will be subjected to the Hall disciplinary action.
  • 5.2 The Hall Management Team reserves the right to conduct room check and take photos fie the purpose of investigation with or without prior notice in the event of:-
    • 5.2.1 Apprehension of danger to safety of residents;
    • 5.2.2 Reasonable suspicion of breach of the Hall Rules; or
    • 5.2.3 Reasonable suspicion of breach of the University's Rules, Codes and Regulations.
  • 5.3 The Hall Management Team reserves the right to seize any suspected property who it reasonably suspects that is in relation to any acts or omissions to act that violate the Hall Rules.
  • 5.4 The Hall Management Team has the powers to require the residents to provide their proof of identity, such as identity card.
  • 5.5 Violation of any of the Hall Rules may render resident liable to disciplinary procedures promulgated by the Hall Management Team and the University.
  • 5.6 Disciplinary actions are subject to the discretion of the Hall Management Team. They are imposed and enforced by the Hall Management Team, including but not limited to:-
    • 5.6.1 Verbal warning;
    • 5.6.2 Written warning that may be sent to the resident's academic department as the Hall Management thinks fit;
    • 5.6.3 Community service to the Hall;
    • 5.6.4 Hall suspension;
    • 5.6.5 Prohibition of bringing visitor(s) into the Hall; and/or
    • 5.6.6 Initialization of the other disciplinary procedures of the University.
  • 5.7 In order to maintain the Hall as a safe and pleasant living environment, the Hall Rules may be amended from time to time by the Hall Management Team.
  • 5.8 Residents are encouraged to contact their Residence Tutor(s) in the event of any enquiry they have regarding the Hall Rules.
  • 5.9 The Residence Master has the ultimate right of the interpretation of the Hall Rules.
