The vulnerable ecological environment has a negative impact on the economy as a whole. Huge amount of money is required to build up the environment. While this is an incredible financial burden to the government, for the business enterprises, this means excellent opportunity. In developing the environmental infrastructure, not only will the general public benefit, the businesses can also reap substantial profits. Experience in China and overseas show that Public-Private Partnership Model is an effective way of building environmental infrastructure at the municipal level.
