Professor FUNG Lai Chu Annis is an Associate Professor in the Department of Social and Behavioural Sciences (SS) at the City University of Hong Kong. Annis has secured HKD 20.4 million (USD 2.62 million) for 26 funding projects, serving as Principal Investigator for 23 projects and Co-Investigator for 3 projects (7 General Research Fund; PI: 4; Co-I: 3). She has over 80 publications in top-tier international peer-reviewed journals and books. She has developed the C.A.R.E. Lab and Cyber-Joy Enjoy Lab as part of her research projects.
Ph.D. Graduates
Graduates of her Ph.D. program have successfully obtained academic positions at prestigious institutions such as Tsinghua University, Chinese University of Hong Kong, Hong Kong Polytechnic University, Singapore Nanyang Technological University, King’s College London, and Wuhan University.
Leadership Roles
Annis is the Program Leader of the Master of Social Sciences in Counselling program and the Coordinator of the Research Assessment Exercise (RAE) under UoA 28 Social Work and Social Policy. Her work not only addresses theoretical aspects but also emphasizes practical applications, contributing to significant policy changes and societal advancements. She has played many directorships in several Non-Government Organizations (NGOs) and significant advising and training roles in the Government of the HKSAR, such as the Education Bureau (EDB), Social Welfare Department (SWD), Hong Kong Police Force, Hong Kong Correctional Services Department, etc.
Research Impacts
Annis’s research has produced significant impacts across various domains:
1. Policy Changes:
Her findings on narcissism in proactive aggression among single children in April 2013, influenced the relaxation and eventual cancellation of the State Council of the People’s Republic of China's one-child policy relaxed the one-child policy in November 2013 and was canceled in October 2015.
2. School Bullying and Violence:
She advocated the two-factor model has been adopted by around 200 local schools, leading to changes in school policies and counseling strategies. A serving school in Kwai Chung which implemented her work, received the Chief Executive’s Award for Teaching Excellence (CEATE) Certificate of Merit in 2023.
3. Law Enforcement:
Developed an assessment tool for the Hong Kong Police Force to distinguish reactive and proactive aggression among suspects, training around 4,000 officers since 2012.
4. Youth Development Policy:
Analyzed young protestors in the 2019 social movements, revealing that 95% were reactive aggressors. This research, funded by the Public Policy Research Fund, informed policymakers on youth protestor profiles.
5. Child Suicide and Protection:
Served as Convenor in the child suicide unit under the Child Fatality Review Panel (2018-2024), advising the government on policies to reduce child suicide and improve child protection and development.
6. Educational Excellence:
Appointed Chairman of the Chief Executive Award for Teaching Excellence (Guidance and Discipline) (2022/23), assessing teachers' competencies and improving school counseling policies.
7. Evidence-Based Interventions:
Developed interventions for reducing school bullying and peer victimization, which are available on the Education Bureau website. These interventions are based on various approaches, including cognitive-behavioral therapy, Chinese martial arts, Omega-3 supplementation, storytelling, parental efficacy, and filmmaking. Longitudinal studies have demonstrated their effectiveness.
8. Training and Development:
Long-term trainer for the Education Bureau (since 2009) and Social Welfare Department (since 2015), promoting innovative, evidence-based interventions for aggression and victimization.
Annis’s ongoing contributions to the fields of counselling, education, and public policy, demonstrating her commitment to enhancing the well-being of children and adolescents. Her work continues to inspire and influence future generations of researchers, practitioners, and policymakers.
