Background information

Recent changes in the field of social welfare promote a rise of managerialism. Social workers working with children and young people are evaluated by the amount of output. We seldom talk about outcome. The system of competitive bidding uses the middle management much time leaving the junior social workers largely under-supervised. The large amount of workload to be taken up by the frontline worker discourages reflections and mutual sharing and learning. Experienced social workers are just too busy with direct service and administrative work, including writing up proposals. As a result, frontline social workers working with children and young people tend to rely heavily on manuals or pre-set programs. Many social workers turn out to play the role of the teacher to “deliver” a “social curriculum” without making reference to the uniqueness of our children and young people. In this Professional Practice Development Forum, we are going to share our views and experiences on all of the some of the issues as follow:

背景:

社會福利界近年的急劇轉變造成管理主義當道。時下兒童及青年工作均以工作量作為主要工作表現指標,較少著重服務成果。甚至很少認真探討其真正成效。中層行政人員在競投制度和開拓資源上花上很多時間,經驗豐富的資深社工也要參與草擬投標價書、計劃書等行政事工因而減少甚或未能給予經驗較淺的前線社工在實務上提供足夠的指引。前線工作者肩負沉重的工作量,相對減少了他們反思、互相分享與學習的機會。基於合約規定,前線工作者必須「按合約辦事」,也造成從事兒童及青年工作的前線社工大多依照實務手冊及早已制定的計劃指引提供服務,很多社工因而忽略了個別兒童及青年的特性,「按合約辦事」地提供「規格化」社會工作服務。以上是這次實務發展論壇的背景。我們將在以下的議題進行交流﹕
